The ledger assembly and joist connections were concealed from inspection and an unconventional means of blocking underneath the ledger was present. Concealment prevented the inspector from seeing if the joists were headered around the foundation overhang; if the ledger was applied over siding; or if the necessary hangers and flashings were present. Further, posts supporting the stairs were partially set on the patio and the larger post was not mechanically fastened to the structure. Confirmation of the safe attachment of the deck to the building is imperative. We recommend having a licensed deck professional, building contractor or engineer remove portions of the ceiling below to conduct a thorough inspection of the deck ledger, fasteners, and flashing details to assure safe conditions exist. The same professionals can also assess the posts bearing the weight of the stairs and prescribe cures for these deficiencies.
